Project Overview and Purpose

The Columbia Tap Trail (CTT) is a nearly four- mile trail connecting parts of southeast Houston from Dixie Drive to the East Downtown (EaDo) area. The facility passes key Houston landmarks including Texas Southern University and terminates near Shell Energy Stadium. At its southern end, the CTT connects to the 16.4-mile Brays Bayou Hike and Bike Trail, which provides regional access to Hermann Park, the Houston Zoo, and the Museum District.

CTT consists of 33 intersections, none of which are signalized. These cross streets primarily consist of two-lane, two-way roads and four- lane divided roads, with posted speed limits ranging from 30 to 40 miles per hour.

The Greater Southeast Management District (Houston Southeast) and the East Downtown Management District (EaDo) sponsored this project with funding provided via the Houston-Galveston Area Council, being administered by the Federal Transit Administration, to improve trail conditions.

The scope of this phase of the project includes verifying existing conditions of the Columbia Tap Trail, design pedestrian scale lighting, propose improvements to the intersections for pedestrian and cyclist safety, improve wayfinding and historical markers, and recommend safety improvements on the existing trail. This report provides an overview of the trail’s existing infrastructure, summaries of engagement with the public and various stakeholders, explores potential facility enhancements, and identifies key issues that may arise with the implementation of these improvements.
